Illegal Forest Dumping

The state agency I worked 26 years for was constantly concerned and involved in prosecuting illegal dumping on both state and private forest property. People love to find a fresh dump and unload their trash.
Problem is it makes an eyesore but more importantly it is a potential vector for fire. It is certainly a blight that can be as bothersome as any insect or disease attack on trees and a threat to personal property in and around the wildland urban interface.
